Paper review for "Security and Development: Re-positioning of Russia's Arctic Strategy" by Xiao Yang
The author's main research focus in was the formation, adjustment and future impact of the Russian Arctic strategy. The research hypothesis is that Russia's strategy in the Arctic will affect the actual effectiveness of future Arctic governance and the evolution of the geopolitical and economic pattern of the Arctic. The article is divided into three parts. The first part introduces the exploring history of the Arctic from the time of the Czar in 1525. It also introduces the urgency of Russia's development of the Arctic in the current internal and external situation. In the second part, the author describes the reasons and objectives of the adjustment of the Arctic strategy from the perspectives of peace and development. The third part describes the significance of Arctic routes, such as promoting Eurasian trade, affecting international energy markets and geopolitics. The final conclusion is that Russia's Arctic strategy is unique, not only related to national security and development, but also to the revitalization of the nation.
This article refers to 11 documents, including 5 Chinese documents and 6 Russian documents. The selected documents are highly fitted to the research, but 6 of them were written during 2010-2014, which is a low in time efficiency. In addition, the main research method of this article is qualitative research. It is more intuitive to add quantitative methods when analyzing climate, environment, and infrastructure.
