In “seeking participation” part Nong Hong introduced formulation of Arctic cooperation, stimulus by Arctic countries and China’s role on this issue. The author mentioned that “One of the four policy goals set in China’s Arctic policy is to “participate in the governance of the Arctic.” In order to achieve this, “China will participate in regulating and managing the affairs and activities relating to the Arctic on the basis of rules and mechanism”. The section entitled “Promoting bilateral diplomacy in Arctic Area” arose my interests in analyzing China’s cooperation with Canada, five North-European countries, Korea, Russia, USA etc by based on Chinese government’s White paper, which is considerably and convincing for readers. Main part of research concerns China’s interests in shipping, resource development and polar research. Compared to my article, Nong Hong’s analysis was impressive for applying geographic expertise and specific articles of some treaties, especially concerns Arctic this topic, makes this article more scientific and authoritative. The last parts concerns challenges China facing on the Arctic, including territorial sovereignty, alerts from other states.
